Pelicia Hall
Chief Regulatory Officer
Pelicia Hall serves as the Executive Vice President and Chief Regulatory Officer of ViaPath Technologies. In this role, she is responsible for engagement with government entities and regulatory bodies at the local, state and federal levels while providing policy direction that advances the operation and mission of the company.
Originally joining the company in 2020 as the Senior Vice President for Reentry, and on to Senior Vice President for Government Affairs in 2021, Hall provided direction for integrating and supporting evidence-based programming through technology for correctional systems. Hall also provided direction for all legislative, regulatory and policy goals and priorities by working with state, local and federal governments as well as key internal and external stakeholders to strategically advance the company’s legislative engagement and policy development, maintain regulatory and legal compliance, and provide direction/education to regulators surrounding correctional-based communication services.
Prior to joining ViaPath Technologies, Hall served as the first female Commissioner of the Department of Corrections for the State of Mississippi, appointed by then Governor Phil Bryant in 2017. In that role, Hall worked to transform the state’s correctional system recognizing the importance of meaningful rehabilitation and reentry services. Hall served Mississippi in that role until January 2020. Prior to being appointed as Commissioner, Hall also served the Department of Corrections as its Chief of Staff.
Before the Mississippi Department of Corrections, Hall served in numerous legal positions in both the public and private sector with over 20 years of legal experience. Earlier positions included Chief Counsel for the MS Bureau of Narcotics where she managed all legal matters for the agency to include employment law and asset forfeiture litigation; Special Assistant Attorney General with the MS Attorney General’s Office representing state agencies to include the MS Dept. of Corrections; Associate Attorney at Page, Kruger & Holland, P.A. law firm where she practiced general civil defense law to include insurance defense litigation, contracts law, personal injury, worker’s compensation and defense of Title VII claims; and law clerk to Hinds County Circuit Judge Tomie Green.
Hall received her Bachelor of Arts in Political Science/Pre-law from Alcorn State University and her Juris Doctor from Mississippi College School of Law.
